Upper, lower, mid brake lines, and adapter kits are sold separately. Single-disc Dyna and Sportster models typically require two kits (upper and lower). Softail models usually utilize three kits (except '18+ dual disc), with the lower being optional on some. Upper kits are essential for handlebar changes.
